Don't bite the hand...

God has given you all that you have.  Don't short Him.


Give God what's due Him.
Your tithe is to show Him that you are in agreement that it's all His in the first place. Your tithe is giving Him the first 10% of all that you are blessed with.
Now Abel kept flocks, and Cain worked the soil. In the course of time Cain brought some of the fruits of the soil as an offering to the LORD. And Abel also brought an offering—fat portions from some of the firstborn of his flock. The LORD looked with favor on Abel and his offering, but on Cain and his offering he did not look with favor.  Genesis 4:2-4
God approved of Abel's offering because it was the first fruit, the first of what he had earned (back then it was livestock and crops).

God did not approve of Cain's offering because it was not the first.

So giving 10% after the bills are paid or IF you have enough money is NOT giving the first of what you earn. God will take your money, but He wants your heart. If you can't show Him your committment through your wallet, it's likely you aren't truly surrendering to Him.
